Considering any game on Steam that uses DX9 will install it, and I have it currently installed on my Windows 10 machine for that reason, I know for a fact as both a user of those applications and a programmer that the installer works on Windows 10. Run "dxdiag.exe" Move to the "Display" tab and home in on the Drivers group. Specifically, you will be looking at the "Feature Levels" line.
Scroll down to the end of the line and you will see that you already have support for DX9. This list looked the same before and after running the installer. Actaully you need a DX9 installed, DX11 don't include any Pre-DX10 files (DX9,DX8 etc...) This also apply on Pre-DX8 games that needs their own Direct runtime install to run on Pro-DX8 machines. DX9 doesn't like quads and wasn't optimized for them. Animated meshes need their bones to function, but having too many bones can drag on your performance in unexpected ways.
